BINF5007 - Healthcare Information Privacy, Security and Confidentiality

Course Description

This course focuses on the privacy and security issues associated with health care information in a healthcare setting. The course provides student with a comprehensive introduction and overview of the origin and purpose for privacy, security and confidentiality regulations as it relates to health care information and enables the student to understand its application in a health care setting. Particular attention is given to the principles of the HIPAA Privacy Laws, the medical record and protected health information, privacy and the patient’s rights, security standards, and the importance of best practices.

Course Goals and Outcomes:

Goals

To provide an overview of HIPAA Privacy Law for the healthcare professionals. Further, to provide a strong foundation of the policy and purpose of HIPAA as it relates to patient care and satisfying the professional obligations of the healthcare provider. Successful completion of this course will provide the necessary foundation of knowledge to allow students to pursue the course of study in all Healthcare careers. Educate about the trends and regulations in healthcare, at both the state and federal levels. Enable students to immediately apply the legal and ethical aspects of compliance to their own professional work.

Outcomes

Upon completion of this course, the student will be able to:
• Analyze the relationship of the HIPAA Privacy laws to healthcare information, and how does it affect the practice of medicine.
• Identify what is considered a Covered Entity.
• Validate the need and role of Privacy Laws to increase the effectiveness of healthcare information exchange while still protecting the privacy of patients.
• Depict the role of The Centers for Medicare & Medicaid Services (CMS), in the Department of Health and Human Services (DHHS) in implementing the Administrative Simplification provisions of HIPAA.
• Examine the role of The Office of Civil Rights in enforcing HIPAA.
• Understand the role of Protected Health Information and the limitation on disclosure.
• Understanding Patient’s Rights under HIPAA
• Summarize the role of HIPAA in research and marketing activities.
• Evaluate how changes under HITECH affect the role of Business Associates under HIPAA.
• Review the Security Rule under HIPAA and its application in the healthcare setting.
• Discuss various ways and methods to increase efficiency, effectiveness, and security and confidentiality of the transmission of medical information.
